Flash Phipps, PhD, LPCC-S, NCC is the Clinical Director at Fresh Start Health Centers. He is a Licensed Professional Clinical Counselor — Supervisor (LPCC-S) and a National Certified Counselor (NCC) through the National Board for Certified Counselors.

Flash provides individual and group counseling services at the Ashland clinic and via telehealth for patients in Vanceburg and Morehead. He holds licensure in both Kentucky and Ohio, expanding our telehealth reach across state lines.

Flash brings a supervisor-level clinical background and a compassionate, evidence-based approach to counseling patients navigating addiction recovery, mental health, and life transitions.
